In our workshop we used to use a vise to gently squeeze them in, but now we use a hammer!! Apply a small amount of grease to the edges of each bearing you are going to install. Apply a small amount of grease to the inside hole on the scooter wheel where the bearings are going to be fitted. Place the bearing over the hole in the wheel and try and make sure that it is straight/level as possible. Place either a block of wood or an old paperback book over the top of the bearing and gently strike this with the hammer (Important - do not strike the bearing directly with the hammer). When the bearing has been hammered in fully into the hole in the middle of your wheel it should sit flush with the edge of the wheel Turn the wheel over and insert the bearing spacer (you will need a bearing spacer, if you do not use one your wheel will not spin when you do your axles up securely!)

He seemed to think that bushings were the best option on bikes as you dont get a point load which in hindsight is what full sussers used to use and bearings kits were an "upgrade". Interestingly I don't remember ever having a problem with bushings.
